President Prabowo Issues Regulation Stipulating Coordinating Ministries' Duties And Functions

President Prabowo Subianto issued Presidential Regulation of the Republic of Indonesia (Perpres) Number 139 of 2024 concerning the Organization of Duties and Functions of State Ministries in the Red and White Cabinet for the Period of 2024-2029 on October 21, 2024.

This Presidential Regulation also outlines the ministries and agencies that will fall under the coordination of each coordinating ministry as follows:

The Coordinating Minister for Political, Legal, and Security Affairs oversees the following entities:

a. Ministry of Home Affairs;

b. Ministry of Foreign Affairs;

c. Ministry of Defense;

d. Ministry of Communication and Digital;

e. Attorney General's Office of the Republic of Indonesia;

f. Indonesian National Armed Forces;

g. Indonesian National Police; and

h. other agencies deemed necessary.

Other agencies, as referred to, are coordinated by the Coordinating Minister for Political, Legal, and Security Affairs in the execution of tasks and functions related to issues in the fields of politics and security

The Coordinating Minister for Law, Human Rights, Immigration, and Corrections is responsible for coordinating the following entities:

a. Ministry of Law;

b. Ministry of Human Rights;

c. Ministry of Immigration and Corrections; and

d. other relevant agencies as deemed necessary.


The Coordinating Minister for Economic Affairs oversees the coordination of:

a. Ministry of Manpower;

b. Ministry of Industry;

c. Ministry of Trade;

d. Ministry of Energy and Mineral Resources;

e. Ministry of State-Owned Enterprises;

f. Ministry of Investment and Downstreaming/Investment Coordinating Board;

g. Ministry of Tourism; and

h. other relevant agencies as deemed necessary.


The Coordinating Minister for Human Development and Culture is responsible for coordinating the following ministries and agencies:  

a. Ministry of Religious Affairs;  

b. Ministry of Primary and Secondary Education;  

c. Ministry of Higher Education, Science, and Technology;  

d. Ministry of Culture;  

e. Ministry of Health;  

f. Ministry of Women's Empowerment and Child Protection;  

g. Ministry of Population and Family Development/National Population and Family Planning Board;  

h. Ministry of Youth and Sports; and  

i. other relevant agencies as deemed necessary.  


The Coordinating Minister for Regional Development is responsible for coordinating the following ministries and agencies:

a. Ministry of Agrarian Affairs and Spatial Planning/National Land Agency;

b. Ministry of Public Works;

c. Ministry of Housing and Settlements;

d. Ministry of Transmigration;

e. Ministry of Transportation; and

f. other relevant agencies as deemed necessary.


The Coordinating Minister for Community Empowerment oversees the coordination of:

a. Ministry of Social Affairs;

b. Ministry of Indonesian Migrant Worker Protection/National Agency for the Protection of Indonesian Migrant Workers;

c. Ministry of Village and Underdeveloped Region Development;

d. Ministry of Cooperatives;

e. Ministry of Micro, Small, and Medium Enterprises;

f. Ministry of Creative Economy/National Creative Economy Agency; and

g. other relevant agencies as deemed necessary.


The Coordinating Minister for Food is tasked with coordinating:

a. Ministry of Agriculture;

b. Ministry of Forestry;

c. Ministry of Marine Affairs and Fisheries;

d. Ministry of Environment/National Environmental Agency;

e. National Food Agency;

f. National Nutrition Agency; and

g. other relevant agencies as deemed necessary.


President Prabowo Subianto has also dissolved the Cabinet Secretariat. Subsequently, the functions and responsibilities of the Cabinet Secretariat will be integrated into the ministries responsible for state secretarial affairs.

All human resources holding positions according to their respective nomenclature within the ministries and agencies will continue to perform their duties and functions until further arrangements are made based on the presidential regulation concerning the organization and work procedures of each ministry and agency.

The Presidential Regulation also stipulates that the reorganization of ministries and agencies mentioned above must be completed by December 31, 2024, at the latest.
