General Police (Ret.) Prof. Dr. Budi Gunawan, S.H., M.Si., Ph.D. was born on December 11, 1959. He previously held the position of Head of the National Intelligence Agency (BIN) since September 9, 2016.
Budi also serves as the Chairman of the Central Board of E-Sports Indonesia (PB ESI) and has previously worked as an aide during Megawati's presidency.
Prior to this, he served as the Deputy Chief of Police alongside Chiefs Badrodin Haiti and Tito Karnavian. He is the second police figure to lead the National Intelligence Agency, following Sutanto.
Budi Gunawan's career began upon his graduation from the Police Academy in 1983, where he distinguished himself in both police development education and general studies. He was recognized as the top graduate at the Police Staff and Leadership School (Sespimpol) in 1988 and at the National Resilience Institute (Lemhannas) in 2005. These prestigious programs honed his skills in law enforcement and national security.
Due to his exceptional abilities, he earned the Summa Cum Laude distinction in his doctoral program in law at Trisakti University. His commitment to education and academic excellence has been a foundation for his career and the approach he employs in formulating policies.
As a police officer, Budi Gunawan has held various significant positions, including Head of Personnel Development at the Human Resources Bureau, Head of the Education and Training Institute, Chief of Police in Jambi, Head of Legal Affairs Division, Head of Professional and Security Division, Chief of Police in Bali, and Head of the Education and Training Institute. In recognition of his contributions, he was appointed as the Deputy Chief of Police.
In respect of education, Budi Gunawan can be regarded as an accomplished individual. He graduated as the top student from the Indonesian National Police Academy (Akpol) in 1983 and received the prestigious Adhi Makayasa award. He completed his education at a notably young age of 24. Throughout his police training, Budi consistently achieved first place, similar to his performance at the Police Science College (PTIK), SESPIM, SESPATI, and LEMHANAS.
In his professional career, Budi Gunawan gained recognition while serving as an aide to President Megawati Soekarnoputri from 2001 to 2004. He was subsequently promoted to the rank of Brigadier General, becoming the youngest general from 2004 to 2006, during which he held the position of Head of the Bureau of Employee Development within the National Police.
Budi Gunawan's nomination as the Chief of Police (Kapolri) by President Joko Widodo in 2015 once stirred significant controversy in the nation. The tension between high-ranking state institutions, particularly the Corruption Eradication Commission (KPK) and the Police, exacerbated the situation. At the time of BG's nomination announcement, the KPK also revealed that he was a suspect in a bribery case. In response, the police countered by declaring the KPK leaders, Abraham Samad and Bambang Widjojanto, as suspects as well.
The public's reaction included widespread protests regarding this issue. As the situation escalated, President Joko Widodo withdrew BG's nomination and proposed a new candidate, Badrodin Haiti. Following Badrodin Haiti's appointment as Kapolri, BG was subsequently nominated for the position of Deputy Chief of Police (Wakapolri).
