Pratikno was born in Bojonegoro on February 13, 1962. From a young age, he demonstrated a strong determination to pursue his education and achieve his aspirations. At that time, there were no primary school buildings in his vicinity, which compelled Pratikno and his peers to study at the home of a village chief.
Coming from a modest family, Pratikno did not wear shoes when going to school. Among his thirteen friends, he was the only one who continued to junior high school. It is understandable that his friends did not pursue further education, as the school was nearly 20 kilometers from their homes. Nevertheless, Pratikno's resolve to attend school remained unshaken.
He persistently requested his parents to allow him to continue his education. Due to the distance, Pratikno chose to rent a place near the school, where he learned to be independent. Each morning, he would wake up and cook rice for himself, purchasing side dishes and vegetables from a nearby shop.
After graduating from junior high school, he proceeded to high school in Bojonegoro, East Java, approximately 40 kilometers from his home. Having already adapted to independence, he completed his studies there and subsequently enrolled in the Government Science program at Gadjah Mada University (UGM) in Yogyakarta.
Upon entering UGM, he aspired to become a regional secretary. However, fate took a different turn, and at the age of 23, he was appointed as a lecturer at his alma mater. Since then, Pratikno has dedicated himself to his university, serving there for nearly 28 years. His commitment to education led him to obtain a master's degree in England and a doctorate in Australia.
His career began to flourish when he was elected as the Dean of the Faculty of Social and Political Sciences at UGM, garnering public attention. He also served as a moderator for the presidential debate in 2009, participated in the selection committee for members of the General Election Commission (KPU), and was involved with the Election Supervisory Board (Bawaslu). The pinnacle of his academic career was reached when, at the age of 50, he was appointed as the rector of UGM for the 2012-2017 term, as noted on the official state website.
After only two years at the helm of UGM, specifically during the 2014 presidential election, he became a member of the expert team and the program synchronization team for the Joko Widodo-Jusuf Kalla pair.
His career advanced further when the elected president, Joko Widodo, who is also an alumnus of the same institution, appointed him as the Minister of State Secretariat for the term 2014-2019.
