The Ministry of Communication and Digital (Komdigi) has officially launched the Guidelines for the Implementation of Digital Platform Obligations, following Presidential Regulation (Perpres) Number 32 of 2024. The purpose of these guidelines is to foster a fair and sustainable collaborative ecosystem between digital platforms and quality journalism. Deputy Minister Nezar Patria emphasized that this launch marks a significant step in ensuring journalism thrives in the ever-evolving digital distribution landscape. "These guidelines serve not only as a legal foundation but also as a symbol of our shared commitment to maintaining quality journalism amid digital disruption," Nezar stated during the launch event for the Digital Platform Obligation Guidelines to Support Quality Journalism at Komdigi on Monday (March 10, 2025). He explained that digital distribution has fundamentally changed the media business landscape, with digital platforms now taking center stage and shifting traditional media business models. "Conventional media must adapt to the challenging digital transformation," Nezar noted. "Thus, Perpres Number 32 of 2024 provides a clear framework regarding the obligations and responsibilities of digital platforms in supporting quality journalism." He also pointed out the rise of "homeless media," which refers to media entities that operate entirely on social media platforms like Instagram, TikTok, YouTube, and Facebook without a physical office.
Collaboration and Shared Responsibility Amid digital disruption and the prevalence of misinformation, Nezar stressed the importance of strong and fair collaboration between digital platforms and media publishers. "Publishers have a responsibility to deliver quality content, while digital platforms must share the responsibility of creating a healthy information ecosystem," he said.
This guideline discussion has been ongoing for over three years, with the finalization taking place in the last nearly one year. "Today, we have reached an agreement on how this presidential regulation can be realized in a concrete form through B2B collaboration between digital platforms and media," said Nezar.
