The government has reaffirmed its commitment to eliminating Over Dimension Over Load (ODOL) vehicles by soon implementing a Zero ODOL policy. Minister of Transportation Dudy Purwagandhi announced that this policy will be enforced comprehensively, including during the Idul Fitri 1446 Hijriah/2025 travel period. "During the holiday, there will be restrictions on large transport vehicles. Moving forward, we will regulate ODOL," Dudy stated at Soekarno-Hatta Airport in Jakarta on Saturday, March 1, 2025. He emphasized that the government has long prepared regulations for Zero ODOL, which was initially set to be implemented in 2023 but faced delays. Now, the government assures that this rule will be enforced without any additional phases. "Yes, we will implement it. Zero ODOL was supposed to be in place by 2023, and now we will proceed with it," he added.
The Ministry of Transportation (Kemenhub) and the Ministry of Industry (Kemenperin) have previously reached an agreement on the implementation of the Zero ODOL policy. This agreement was made following a meeting between Minister Dudy Purwagandhi and Minister of Industry Agus Gumiwang Kartasasmita on February 19, 2025.
During the meeting, both ministries agreed to implement the policy immediately without any further steps. The main goal of this policy is to enhance transportation safety and improve the efficiency of national logistics distribution. "We at the Ministry of Transportation express our gratitude and appreciation to the Ministry of Industry. After extensive meetings, we finally agreed that the Zero ODOL implementation must be carried out on the ground," said the Minister, as quoted from the official Kemenhub website.
The government is ready to take strict action against ODOL vehicles. The Minister highlighted that the government has listened to public complaints about the prevalence of ODOL vehicles, which pose risks to safety and infrastructure.
As a result, immediate actions are being taken to enforce this policy. In its implementation, the Ministry of Transportation will collaborate with various stakeholders, including the Indonesian National Police, the Ministry of Trade, and local governments. This partnership aims to expedite the regulation of overloaded vehicles and ensure the effective execution of the Zero ODOL policy.
Meanwhile, Minister of Industry Agus Gumiwang Kartasasmita emphasized the importance of support from the industrial sector for the success of this policy. He stated that the Zero ODOL initiative is part of the industry's responsibility to create a safe and sustainable work environment. "We fully support the implementation of the Zero ODOL Regulation. This reflects our commitment to ensuring Safety, Health, and Environmental (K3L) standards in the field, including in the industrial sector," Agus Gumiwang explained. With the concrete steps agreed upon, the government hopes that the Zero ODOL policy can be effectively implemented soon, leading to positive impacts on national transportation safety and efficiency.
