The Director General of the General Court Administration (Badilum) at the Supreme Court, Bambang Myanto, reported that the High Courts (PT) and District Courts (PN) are short of 6,290 clerks. Currently, there are only 5,274 clerks available, and some courts in certain areas lack substitute clerks, forcing junior clerks to take on those responsibilities. "When we look at the significant shortfall of 6,290, it’s concerning," Bambang stated during a hearing with Commission III of the Indonesian House of Representatives at the Parliament Complex in Senayan, Central Jakarta, on Thursday (March 13, 2025). "Some courts do not have substitute clerks, so junior clerks are filling in, especially in remote areas where we cannot propose additional personnel for those roles," he added.
Bambang detailed that there are currently 405 clerks in the PT and PN, leaving a shortfall of 11 from the total required number of 416. Additionally, there are 1,240 junior clerks in PT and PN, which is still 126 short of the needed 1,366. The situation for other clerk positions is similar, with a deficit of 2,641 substitute clerks, as there are currently 2,587 out of the required 4,734. "Currently, we have 753 bailiffs, but we need 1,494, resulting in a shortage of 741. For substitute bailiffs, we have 739, while the requirement is 3,510, leading to a need for 2,771," he explained.
Bambang attributed this shortage to an average loss of 500 clerks each year due to retirement, death, disciplinary actions, or resignations. Furthermore, the recruitment of new staff for the courts is currently focused on judge positions, and the lower salaries for clerks compared to other roles also contribute to the issue.
According to Bambang, the current allowance for a substitute clerk is Rp 300,000, while a junior clerk receives Rp 360,000. A regular clerk gets Rp 540,000. In contrast, the allowance in the secretariat is higher, which leads to a lack of interest among many.
