The Indonesian National Armed Forces Headquarters (Mabes TNI) has announced ten civil positions that active soldiers can hold, as outlined in the current Military Law, Law No. 34 of 2004. Major General Hariyanto, the Head of the TNI Information Center, stated that these civil roles are specified in Article 47. "According to Article 47 of Law No. 34 of 2004 regarding the TNI, active TNI soldiers are allowed to occupy positions in certain government agencies," he told Kompas.com on Wednesday, March 12, 2025. "These include the Coordinating Ministry for Political, Legal, and Security Affairs, the Ministry of Defense, the Presidential Military Secretariat, the National Intelligence Agency, the Cyber and Encryption Agency, the National Resilience Institute, the National Defense Council, the National Disaster Management Agency (Basarnas), the National Narcotics Agency, and the Supreme Court," he added.
He emphasized that since this is regulated by law, any soldier taking on civil roles outside the specified positions must resign or retire early from military service. "Active TNI soldiers placed outside the agencies mentioned in Law 34 (TNI Law) must follow the established procedures, which involve early retirement or resignation," Hariyanto stressed. He concluded by reaffirming the TNI's commitment to adhering to all existing regulations.
This commitment reflects the TNI's professionalism and respect for the constitution. "The TNI remains committed to professionalism and compliance with the constitution," he stated. "If there are any policy changes or revisions regarding this regulation, they will be discussed collaboratively between the government and the House of Representatives," he added.
Previously, TNI Commander General Agus Subiyanto mentioned that all officers holding active positions in ministries and agencies will either retire early or resign from their active duties.
Agus stated during an event at the Police Science College (STIK) in Jakarta on Monday, March 10, 2025, that active TNI soldiers serving in ministries or other agencies will need to retire early or resign from active duty. He emphasized that this regulation aligns with Article 47 of Law Number 34 of 2004 concerning the TNI. The first clause specifies that "Soldiers can only hold civilian positions after resigning or retiring from active military service." However, the second clause allows "Active soldiers to hold positions in offices related to Political and National Security Coordination, National Defense, the President's Military Secretary, National Intelligence, National Cryptography, the National Resilience Institute, the National Defense Council, National Search and Rescue (SAR), National Narcotics, and the Supreme Court."
