Working Hours For ASN Decrease During Ramadan 2025

The government has reduced the working hours for civil servants (ASN) during the month of Ramadan in 1446 Hijri, which corresponds to the year 2025. This decision aligns with the regulations outlined in Presidential Regulation (Perpres) Number 21 of 2023 regarding the working days and hours for government agencies and civil servants. According to this regulation, government offices will operate from 8:00 AM local time, applicable to both central and regional agencies.

During Ramadan, the Minister of Administrative and Bureaucratic Reform, Rini Widyantini, announced that ASN will work a total of 32 hours and 30 minutes each week. "The regulation specifies that the working hours for government agencies and ASN during Ramadan is 32 hours and 30 minutes per week, excluding break times," Rini stated in an official announcement on Friday, February 28, 2025.

Rini noted that ASN will have a 60-minute break on Fridays and a 30-minute break on other days. She explained that during Ramadan, government offices will start at 8:00 AM local time, which applies to both central and regional agencies. Agencies that operate on a schedule different from the standard five-day workweek must adjust according to the guidelines in Perpres 21/2023 within one year of its enactment.

With this regulation in place, the Ministry of Administrative and Bureaucratic Reform will not issue any circulars regarding ASN working hours during Ramadan in 2025. Previously, the working hours for government agencies and ASN were 37 hours and 30 minutes per week, not including break times.

Additionally, the government plans to implement a work-from-anywhere (WFA) policy for ASN leading up to the Eid al-Fitr holiday in 2025. The Minister of Transportation, Dudy Purwagandhi, has proposed that this policy be effective starting March 24, 2025.

This is to address the expected congestion during the 2025 Eid transportation, which coincides with the Nyepi celebration. "Given the proximity of these two significant holidays and the anticipated increase in travel, we recommend that the government and companies implement Work From Anywhere (WFA) starting March 24, 2025," said Dody during a coordination meeting with Minister of Home Affairs Tito Karnavian in Jakarta on Monday, February 17, 2025. Deputy Coordinating Minister for Political, Legal, and Security Affairs Lodewijk F Paulus echoed this sentiment after a cross-sector meeting at the Coordinating Ministry for Political, Legal, and Security Affairs in Jakarta on the night of February 24, 2025. "We are still coordinating on who might work from anywhere, so they (civil servants) can start their holiday early," Lodewijk mentioned. He explained that the WFA initiative aims to ease the traffic burden typically seen on travel routes. Regarding this plan, it was noted that the regulations are still being developed by the Ministry of Administrative and Bureaucratic Reform, including when exactly WFA will take effect. "We will calculate that. We are still coordinating. It is hoped that the Ministry of PAN-RB will soon decide when civil servants can start working from anywhere," Lodewijk added.
