The Government And The Parliament Have Agreed Not To Grant Mining Concessions To University Entities.

In a meeting of the Working Committee (Panja) on the Draft Law regarding Mineral and Coal Mining, the government and the Indonesian House of Representatives (DPR) agreed not to grant mining concessions to universities. This decision was made during a meeting on Monday (February 17, 2025) and will be presented at the plenary session for the first-level decision-making. "Regarding the DPR's proposal to grant mining concessions to universities, the government and DPR have agreed not to provide these concessions," said Law Minister Supratman Andi Agtas at a press conference following the plenary meeting at the Parliament Complex in Senayan, Jakarta. Supratman mentioned that the government will appoint State-Owned Enterprises (BUMN), Regional-Owned Enterprises (BUMD), and private companies to manage the mines as third parties collaborating with universities.

This appointment will be made directly by the government, and these businesses will have specific assignments to support universities in need of mining resources. "The businesses assigned will assist universities, particularly in providing research funding and scholarships for their students," added Supratman. The Minister of Energy and Mineral Resources, Bahlil Lahadalia, emphasized that universities will only benefit from this policy. He stated that this agreement responds to public requests for universities to remain focused on education. "Universities will only be beneficiaries, not managers. No, we will not grant them management roles," said Bahlil. However, the government and DPR agreed to allow mining concessions for religious organizations, Micro, Small, and Medium Enterprises (UMKM), and cooperatives.

Bahlil explained that the purpose of granting this permit is to ensure equal distribution, so that Mining Business Licenses (IUP) are not solely controlled by large groups. Further details on this will be outlined in a Government Regulation (PP), including the designation of businesses responsible for managing campus IUPs. "We will arrange this through the PP. I want to emphasize again that the government believes, as discussed in the meeting, that we will not give it directly to the campus. Instead, we will provide it to the companies," Bahlil concluded. Additionally, the government and the Indonesian House of Representatives are working to expedite the discussion of the draft law on Mineral and Coal Mining (Minerba). The Inventory List of Issues (DIM) was previously submitted by the government and the Regional Representative Council (DPD RI) to the Legislative Body (Baleg) last week, which then formed a working committee and teams for drafting and synchronization.
