The General Election Commission (KPU) of Indonesia has reported a decline in voter participation for the 2024 Regional Head Elections (Pilkada) compared to the 2024 Presidential Elections (Pilpres) and Legislative Elections (Pileg). This decrease is attributed to various challenges faced during the process. KPU Chairman Mochammad Afifuddin stated that the voter turnout for the Governor and Deputy Governor Elections (Pilgub) in 37 provinces was 71.39 percent. For the elections of regents and deputy regents (pilbup), the turnout was 74.41 percent across 415 districts, while the turnout for mayors and deputy mayors (pilwalkot) was 67.74 percent in 93 cities. Afifuddin shared this information during a working meeting with Commission II of the Indonesian House of Representatives on Monday (February 3, 2025). He noted that these figures are lower than the average voter participation of 81 percent seen in the presidential and legislative elections.
In the KPU's presentation to Commission II, the voter participation rates were 81.48 percent for the 2024 Presidential Elections, 81.14 percent for the House of Representatives (DPR), and 81.50 percent for the Regional Representative Council (DPD). "If we look at the presidential election results, the average participation for the presidential and legislative elections is around 81 percent. This is something we all need to take note of," Afifuddin remarked. He pointed out several challenges that the KPU faces in conducting the simultaneous 2024 Pilkada, including the close timing of these elections to the presidential and legislative elections. "The stages of the simultaneous elections are not fully completed, yet we must already engage with the stages of the Pilkada that have begun," he explained.
"This inevitably increases the focus required from us, especially for the permanent election organizers at the provincial, district, and city levels," he added. Additionally, Afifuddin mentioned that unpredictable weather conditions in October and November 2024 pose further challenges on the ground. "This also affects the distribution of ballots and logistics," he noted. "In summary, the workload for the organizers has become heavier," he concluded.
