The People's Consultative Assembly (DPR) has approved the Draft Law (RUU) for the Fourth Amendment to Law Number 4 of 2009 concerning Mineral and Coal Mining (Minerba) as an initiative proposal from the DPR RI. This decision was made during a plenary meeting held on Thursday (January 23, 2025). "Can the Draft Law for the Fourth Amendment to Law Number 4 of 2009 concerning Mineral and Coal Mining be approved as a DPR RI initiative?" asked Deputy Chairman of DPR RI Sufmi Dasco Ahmad to the meeting participants. "Agreed," responded the attendees.

Before Dasco made the decision, representatives from eight DPR RI factions submitted their written opinions on the Minerba Draft Law to the DPR leadership. The representatives included I Nyoman Parta from the PDI-P faction, Ahmad Irawan from the Golkar faction, Sumail Abdullah from the Gerindra faction, Arif Rahman from the Nasdem faction, Prana Putra Sohe from the PKB faction, Hendry Munief from the PKS faction, Aqib Ardiansyah from the PAN faction, and Mulyadi from the Democratic faction. Earlier, the Legislative Body (Baleg) of DPR RI officially approved the Minerba law revision as a DPR initiative during a plenary meeting on Monday night (January 20, 2025) at the Parliament Complex, Senayan, Jakarta. Some revision points relate to downstream processing and mining permits for organizations, universities, and small and medium enterprises (SMEs).

Baleg Chairman Bob Hasan stated that the revision proposal aims for the public to not only face the negative impacts of mining but also have opportunities to manage mining resources. "The prosperity and welfare of the people should not just be about facing dust and smoke from mining exploitation, but these days represent opportunities for the community in Indonesia," said Bob on Monday (January 20, 2025). After being established as a DPR initiative Draft Law, the Minerba revision will be discussed with the government before being enacted into law.
