The Jakarta DPRD And Provincial Government Approved Four Draft Regional Regulations, Including One About Wastewater

After being suspended for about an hour, the Jakarta Regional Legislative Council (DPRD) meeting with the Jakarta Provincial Government resumed to discuss the approval of four draft regional regulations (Raperda) at the DPRD building in Kebon Sirih, Central Jakarta, on Monday (December 23, 2024). According to Kompas.com, the meeting restarted at 5:15 PM after the one-hour break due to not reaching the minimum quorum of 2/3 of the members present. The meeting concluded around 5:45 PM. The Chairman of the Jakarta DPRD, Khoirudin, announced that the draft regulations on Domestic Wastewater Management, the Establishment of PT Jakarta Industrial Estate Pulogadung, the Regional Capital Participation in PT Jakarta Industrial Estate Pulogadung, and the Amendment to Regional Regulation No. 9 of 2018 concerning PT MRT Jakarta were approved.

"To become regional regulations, these drafts will be submitted to the acting governor for further action in accordance with applicable laws," Khoirudin explained during the meeting. Following this, the Acting Governor of Jakarta, Teguh Setyabudi, signed the minutes of the approval of the four draft regulations with the DPRD leadership. He then symbolically received the approved drafts from the DPRD leaders. In his speech, Teguh praised the DPRD leaders and members for their diligence and thoroughness in reviewing the content of the draft regulations. "The various suggestions, comments, and recommendations from the Council during the discussion and approval process will be important notes for the Executive to follow up on," Teguh stated. Earlier, the DPRD meeting was suspended for an hour due to not meeting the quorum requirement.

Initially, Ferrial, a member of the Jakarta DPRD from the Democratic Party faction, interrupted the meeting. He requested the Chairman of the DPRD, Khoirudin, to read the list of council members present at the meeting.

"PKS has 12 out of 18, PDIP 9 out of 15, Gerindra 11 out of 14, Nasdem 9 out of 11, Golkar 9 out of 10, PKB 4 out of 10, PAN 8 out of 10, and Demokrat-Perindo 7 out of 9, while PSI has 4 out of 8. In total, there are 73 members present, which is 70 percent," Khoirudin stated during the meeting at the Jakarta DPRD building in Kebon Sirih, Central Jakarta, on Monday (23/12/2024). According to the rules, council members must be counted based on their physical presence, not just the signed attendance sheet. Khoirudin then decided to ask each member from all factions to stand for a physical count. "PKS 12 out of 18, PDIP 7 out of 15, Gerindra 9 out of 14, Nasdem-PPP 6, Golkar 9, PKB 1, PAN 6, Demokrat-Perindo 5 out of 10, and PSI 2 out of 8," he reported.

Noticing the number of members present, Deputy Chairman Basri Baco remarked that the vacancies needed to be filled according to the rules. "I ask all faction members to ensure their attendance," he said. Khoirudin then noted that there were still 10 members missing. As a result, the plenary meeting was suspended for one hour.
