Government Exempts BPHTB And PBG For Low-Income Communities

The government has officially waived the fees for Land and Building Acquisition Duty (BPHTB) and Building Approval (PBG) for Low-Income Communities (MBR). This policy was enacted following a Joint Decree (SKB) issued by three ministers: Minister of Home Affairs Tito Karnavian, Minister of Housing and Settlements (PKP) Maruarar Sirait, and Minister of Public Works (PU) Doddy Hanggodo. Minister Tito Karnavian stated that this policy will be formalized as a Regional Regulation (Perkada). "Initially, this policy was intended to be released through a Circular Letter (SE), but based on feedback from regional leaders, we have revised it to a Regional Regulation," he remarked after attending an Inflation Coordination Meeting in Jakarta on Monday, November 25, 2024.


Tito emphasized that this program is exclusively for the lower-middle class. He cautioned local governments against any manipulation of the program. "This is set to zero; however, if it reaches developers, there could be conspiracies with the local government heads, pretending to keep it at zero. Suddenly, it is sold to the middle class. There will be sanctions or police reports for such actions," Tito asserted. Meanwhile, Minister of Housing and Settlements Maruarar Sirait indicated that this policy will take effect next month.


He mentioned that this program aims to reduce the administrative barriers often faced by MBR, thereby helping the government achieve its target of constructing 3 million homes. "This is a progressive policy that supports the underprivileged. It requires the backing of district heads, mayors, and governors. 


The process should not exceed 10 days, as delays will only hinder the lower-income population, not extending into next year, but rather by December," Maruarar explained. "This is not an ordinary policy. It represents a concrete step by the government to provide decent housing for the underprivileged," he added.


The Head of the Housing Task Force, Hashim Djojohadikusumo, expressed confidence that the target can be achieved through the construction of homes, with an annual goal set at 3 million houses. "This means not just 3 million houses over several years, but rather an ongoing increase to reach 15 million homes, which implies that the annual target of 3 million houses must be consistently met. If during one term of Prabowo's leadership we can achieve 15 million houses, then over two terms, we could reach 30 million homes, and we must truly be ambitious," Hashim stated during the Propertinomic dialogue in Jakarta on Thursday, October 10, 2024.
